I sincerely feel for you in your situation.
I had an ex partner who was very stubborn and he refused medical help many times for his diabetes, even when in life threatening situations.
There was really not much I could do, as he was an adult. The paramedics or doctors couldn't force him to do things.
That's how the law is in most countries.
I feel your frustration and worry. I have been there myself in the past.
Take care of yourself too as this can easily drain you...
Not sure what you are referencing, but any health access law would be provincial... however they may be clauses in the Federal Charter of Rights and Freedoms...

Legal documents like Living Wills, End of Life and Advance directives, that contain DNRs and limit treatment based on the patient's wishes are provincial in scope... however they only come in effect if the patient is not capable of making decisions... which is not the case.
