Will changes in Australia's personal health record improve the health of Australians?

While of most interest to Australians, this may also be of interest in other countries were there are moves towards setting up a patient accessible national health record system. David Glance, Director of UWA Centre for Software Practice at University of Western Australia doesn't seem all that encouraged by the latest changes:
