Hi there,
Welcome to our community, hope you'll find us a friendly supportive bunch. In answer to your question take a look at the Pinned Posts section at Carer's Allowance which should explain things in more detail, as well as other related posts. Also, check out the Gov.UK website about eligibility etc: gov.uk/carers-allowance. It's also worth checking with the Citizens Advice Bureau as well:

We cannot specifically be able to tell you if your mum is eligible as that is not our expertise, but hopefully, I've signposted you on to where you can find accurate information. As you know the Benefits system is minefield and complex. Let us know how you get on.
Keep in touch,
Best wishes,
MAS Nurse
Hi loopylou000,
MAS_Nurse has given you the best possible answer to your question, so I won't even try, but as an ambassador for the Care Community I'd just like to add my warmest welcome to you, as you have newly joined us, and I hope that you'll get the answers to your question soon. Please come back and join us, any time you wish, with any further questions you may have, or just to join in with the chat.
My son is my carer, I get DLA, but my son could only claim when I started on the high rate of Care. I believe it is the same with PIP, although I am not positive.
You should be able to. It depends on your mum's earnings and if she needs to be ith you at night

Hi, it would be best if you phoned the Dept of Work & Pensions, they will have the regulations to hand. I claim attendance allowance but my partner who looks after my daily needs can't claim for herself as she earns too much (pension). You may have a case but until you ask the question of them you'll never know.
