It seems like you live in the U.K., so living in the U.S., I can't tell you what agencies might help. However, you might start by contacting any source from which you receive disability services and/or your or you brother-in-law's doctor. It's good that you recognize your limits while seeking assistance for your brother-in-law.
Get in touch with Adult Social Care. They will come and assess exactly what is needed for him.
You do need to contact your brother in law's local authority adult services department and ask for a Needs Assessment for him and a Carers Assessment for yourself. A social worker will talk to you and visit to assess the situation and offer advice and guidance, as well as arranging services if required.
