ITV says that 20% of Councils in England are still commissioning visits that are only 15 minutes despite a government pledge to get rid of them.

Personally I blame this government for allowing these companies more options to take away workers rights, then it's those who have to pay for these services and trying to make more profits from the clients who are suffering. I think lol.
