From what I understand, ascites that is controllable through diet, medication or TIPS procedure is NOT considered decompensated disease.

Sometimes patients with acute disease may need to be tapped to drain ascites, but this too does not necessarily mean decompensated disease, provided the patient stabilizes over time and diet, medication, or TIPS resolves the need for continual tapping.

Once ascites can no longer be controlled by any means, and the patient requires regular tapping to survive, this is most likely considered decompensation.

I'm not a doctor, but this is my understanding from what I've read.
