Having the vaccine for Hep A is probably far safer than having the infection. I have HBV and was advised to have Hep A vaccine, also the influenza vaccine.

Is he on medication for the HBV even though it is 'inactive' - have the docs explained what having chronic HBV means?

If he has chronic Hep B he should be on an antiviral for life, something like Lamivudine. Even just a few active viral cells could be damaging his liver. His Hep B needs to be what they call 'undetectable' via a PCR/DNA blood test.
