Are you talking about stage 3-4 of heart failure?If so maybe you’re referring to a crackling sound when breathing deeply?

I get that and it is something to do with extra fluids trapped in the lungs which my heart cannot get rid of because of its weakness.

Diuretics (water pills) help but doesn’t get rid of completely.

If you’re talking about proper asthma I would not know, better ask the cardiac nurse.
