Is it possible to have reduced EF but not be classified as in heart failure?

Yes. The target for normal ejection fraction would be around 55 to 70%. If for example you had an EF of 51 % they would probably categorise you as having mildly impaired LVEF as opposed to heart failure especially if you were asymptomatic.
