Any ideas/suggestions welcome: my mum is in Oxford awaiting bypass surgery. No date yet. The journey is really hard on my dad physically, and financially. The hospital has no family accommodation. I've driven him for several days from here (it's even further from here). Hotels and Air BnBs are all beyond budget especially with no date....

Sorry to hear your family is struggling.The cheapest options in places like Oxford, London, etc. tend to be backpacker accommodation and the YHA (they do not have an age limit). Could you get by without visiting every day. Having been a patient more than once I appreciated quiet days without having to chat about what I had for lunch, etc.
My mum and dad have been together for over 50 years with barely a night apart. Everything is better for both when they can see each other. Unfortunately, my dad has prostate problems and gets up a lot in the night for the bathroom so needs to know he's not disturbing others. I've looked into those option and unfortunately they're now more expensive than Air Bnb. We have found out that we can pay £10 for parking for the week, after paying over £21 in 3 days. I do wish this information was given to people. Thanks for responding.
Long shot - do any local hospital charities have family accommodation that is also open to families of the elderly?
sorry meant to add ask at Citizens Advice Bureau or if you have time to pursue this, go to the central library and ask if they have a copy of the charities book. Contains information about all charities in UK and the little known charities who may offer financial support. It takes determination to get through the huge tome but as recall it can be searched by area - don;t forget local (to your parents ) charities too.
