Hello to all. Oct.2017 i moved into a ground floor flat. I suffer from pulmonary hypertension associated with congenital heart disease. My symptoms have exasberated since dec 2018. And need to know if enviromental conditions have worsened symptoms. If so how can i prove this?

I had enviromental officer out to assess the flat feb 2018. She completed a report stating the whole flat had serious damp issues and the landlord sent out his odd-job man to take a look. He told me it was a specialist damp company whom needed to come out but i have not heard anything since. I contacted enviromental officer last month saying that nothing has been rectified.
She contacted him and he told her that on 3x occasions since feb 2018 i had refused to let the damp company into my flat!!?
He is making up things rather than pay for works and lying to get out of being held responsible. Im at my wits end as cant afford to move but cant continue living in such conditions. The photo was of a ' fake vent' that wasnt drilled through and so useless.

I have just recieved a letter from landlord complaining about something that is irrelevant to the damp issue, some months ago i had a padlock fitted to the inside of my garden gate. The reason being i had a prowler early hours of the morning. The garden is shared with my neighbour upstairs however in 2x years he has never used the garden.
I had mentioned it to my neighbour and he agreed it was good to feel secure and encouraged me to bolt/ lock gate. I also paid for security lights and a small camera. The neighbour is welcome anytime to use garden as we talked about it first.
Now it seems since i complained again about the damp im getting complaints saying im breaching the tenancy as i locked the gate thus preventing my neighbour access to the garden. My neighbour and I saw landlord to say this isnt a problem and reason why its bolted but he will not revoke the complaint and its copied to file. It isnt the first letter ive recieved since complaining about the damp. Im not at all well as suffer with severe lung and heart conditions and im in constant pain due to urology complaint. I wish he would be a decent person and deal with his responsibilities.
Sorry to read all that. Sounds like the landlord is using evading tactics that are nothing to do with the state of the flat. Good luck with CAB. All this takes time and does not improve your situation anytime soon.
Maybe as others have said, get a GP letter stating that the flat is not fit for you to live in and go to the Council and ask to be rehoused as a priority.
