My doctor said I have mild cops as my fev1/fvc is 65% not far under 70% but people are saying I'm moderate which is correct?

Hi

It’s your FEV1 which is the stage indicator.

FEV1/FVC will indicate a restrictive or Obstructive condition.

Tthan you my doctor told me over the phone so I may have got confused will have too book an appointment as it has me worrying quite lot x

I'm in the UK. ..I feel quite breathless all the time but I also suffer with anxiety...also very phlegmy

Don't get hung up on figures or arbitrary disease levels. These are (or should be) a guide to TREATMENT of your SYMPTOMS. As you have symptoms, then I hope your doctors are considering the appropriate treatment; medicine is about making you better, not an academic exercise of putting you in a particular category.

Stone is right, it is the FEV1% of predicted that determines the stage you are at. The FEV1/FVC ratio below 70% confirms COPD assuming your FEV1% of predicted is reduced.
