As for air conditioning, it is super, particularly at this time of year. It also gives out warm air when needed so you get two for the price of one.
I have one of these and find it really good. Much cheaper than air con but it only cools the space around you. Good on a bedside table for when you sleep. There are several different brands and prices, just google mini air coolers.
Yes, they are cheaper, though they have their limitations, and if you are affected by humidity, then I personally would recommend saving up for a portable air conditioner which can be a fan, a cooler, a de-humidifier, or even a heater if you want it to ( though the ones that heat as well are bigger and heavier and more expensive). That is my experience anyway. They do make adding cooled moisture to the air easier than the fan and frozen bottle idea, if my memory serves me right.
I use a fan, I've got one in every room, its fantastic for when you are breathless. Recently I was a patient in the respiratory ward in the hospital, we were not allowed fans as they could spread bacteria, I was desperate to come home and use my fan, as it helps so much
I have just read my message again, and think maybe I need to clarify. You can set the portable air conditioner to be a fan, or fan and cool, or dehumidify. By reducing the humidity from the air can make the room itself feel cooler. I also find fans very useful, particularly the smaller ones to waft round my face when I am finding it difficult to breathe. I find the ones which use rechargeable batteries the best. Quiet big fans are lovely. I read somewhere that fans though don't cool anything down if the surrounding temperature is above 26 degrees centigrade. I am very very sensitive to heat and humidity, and I am always hotter than everyone else. The added high heat recently makes dealing with our lung conditions interesting.

To clarify about air conditioning, we have it in three rooms and have not found it expensive to run. We use it as and when but have not skimped during the recent heatwave. It has been a real boon, especially with OH’s respiratory problems. He feels the cold easily so we swap the mode to heat and the room is warmed up in five minutes. Would not want to be without the air con units.
