My fev1 is 69 and Sp02 is 95-98 at rest. I can get up and walk up and down 2 flights of stairs with my Sp02 staying the same or rising. I do not get breathless. When I sit, it drops to about 90 and slowly rises to 98-99. Am I hypoxic? I'm certainly confused. Thanks

Think you mean SpO2 ?
90% is a bit low, but briefly dipping into the mid-80s following exertion would be nothing to worry about.
Below 80%, inadequate tissue oxygenation for normal functioning.
Below 70%, immediate treatment else tissue damage --> death.
Forced Expiry Volume in 1 second (part of spirometery test, tester can be bought amazon) and oxygen saturation percentage otherwise known as 'sats'... measured with a pulse oximeter which you can get from amazon/ebay etc.
