Yes; only moderators can delete the first post in a thread. I don't know why this is - it doesn't happen on any other message board I deal with!
I'll leave this here for a while as it may answer a question which other people have thought of, and then I'll delete it.
If anyone else needs a post deleted by a moderator, edit it to replace the text with ""please delete this"" (or something similar) and we'll deal with it as soon as we can.
