Yes , it should help with both of these things.I've taken it on and off for years but unfortunately it does not agree with me these days to take on a regular basis.
One thing I do notice though is that my handwriting improves dramatically from my quick scrawl to a quite beautiful script after just 1.25mg !!
If you feel it has helped then it has. Symptoms can be for lots of different things so it may be a happy coincidence. Don't knock it.

It seems to me that nowadays this drug seems to be an ..."it is what it is drug", or all things to all people. It is also a drug that many, many people just cannot tolerate. This forum over time is littered with posts describing just how individual patients can or more likely, cannot tolerate it.
When originally diagnosed in January 2010 my Cardiologist prescribed 5 mg of Bisoprolol for heart rate control. Nothing else ! It was prescribed to be to be taken daily in the morning. This caused random nose bleeds as a side effect. GP changed this to be taken at night, still 5mg and no more nosebleeds. Ever !
Since that date I now understand that it is prescribed for high blood pressure and anxiety. Obviously the healthcare professionals regard it as an "is what it is drug"
So for me it controls my HR perfectly. Does absolutely damn all for my blood pressure and I don't have anxiety or stress issues. (Mrs carneuny suggests that I am more likely to cause them than suffer from them 😉😉 ). My GP might agree too. 🙂
I might add that I am already on Ramipril and Felodopine for blood pressure control, which they do quite well enough, certainly Bisoprolol does nothing for my BP, like bring it lower than it is.
I sincerely apologise for perhaps shattering your dreams about what Bisoprolol will or will not do but its no good reading on here just one side of the story. There are always Pro's and Con's with anything, more so drugs. I do hope more people respond on this drug so you end up with a balanced idea of life with Bisoprolol. Then perhaps you could seek independant advice by having a talk to your local Pharmacist and get an opinion on what Bisoprolol will and won't do.
I started with blood pressure issues in late 2019 this stemmed from issues at work earlier in the year. I was diagnosed with an anxiety disorder. Last June I was diagnosed with AF (probably had for a few months but couldn't detect it) but amazingly they said it actually wasn't down to the high BP which they were still trying to control at that time.
Currently I am on 2.5mg Bisoprolol which I take in the morning with 100mg Flecanaide, Rivaroxaban and Lanzoprasol. In the evening I have another 100mg Flecanaide and Losartan Potassium.
Can I say any of them help with my anxiety? Well I do get attacks (more to do with worry about sickness at work) far less but have never been put on anything specific for anxiety.

Bisoprolol is a good drug. However, it controls Afib for a limited time-in my case 2 years. Then you move on to another drug. Eventually, you may need an ablation
By lowering your blood pressure and controlling your AF, your anxiety will levels will naturally reduce as your blood vessels relax and your adrenalin level becomes lower. Also there is the mental aspect as you feel physically better.
