PSA has risen 3 times in a row. I understand the figure is still low, but is this a definite indication that it will progress, or is there a chance that PSA can stabilize or fluctuate and not progress further? Things have been difficult in the family, I am hoping for a miracle that he had a curative outcome from his late SRT. Thank you for any insights.

It is very likely that the PSA value will continue to rise. It is a recurrence. You could get a PSMA PET/CT to see the location of the recurrence and maybe treat it with SBRT radiation plus hormone therapy.
It's still very low, and it may stay low. There is nothing he would do until PSA reached 1.0 anyway. Consider using only a regular PSA test (lowest reading 0.1) to avoid creating anxiety.
