I found a listing for a Health Psychologist near Los Angeles who does specialize in PCOS. Her website says that she can do video appointments for people throughout California.

I didn't find any mention of psychiatrists who treat PCOS. You might consider a psychiatrist to treats ADHD (particularly Adult ADHD), because they are likely to also specialize in treating anxiety and depression (the two mental health issues that are likely to accompany ADHD or PCOS).
Since PCOS is fairly common (much more common than I realized), it's likely that many psychiatrists have experience treating women with PCOS, but might not realize that it was a contributing factor.

You need to see an endocrinologist for PCOS. This condition has little to no connection to ADHD. After finding a reputable endocrinologist (board certified), make sure they start you on metformin ASAP. You will lose the PCOS weight gain and become fertile again.
