I had been taking Synthroid for about 8 years. I moved and the doctor I am now seeing put me on Levothyroxine. I had no issues with this, then my last refill was for Euthyrox. After the fifth dose, I got a rash on my ankles. Is it possible that the difference in the fillers that could be causing this?

Levothyroxine vs Euthyrox
Entirely possible.
Provell Euthyrox (and Synthroid, for that matter) are just levothyroxine. And the excipients (ingredients other than active pharmaceutical ingredient(s)) do vary.
I suggest you check carefully through the products you have tried - and see if something sticks out as a possible issue.
My document has links for most (possibly all) USA levothyroxine products which might help.
Remember, many USA products contain colouring agents which vary by dosage. You could find one dosage fine and another causes you issues - despite being exactly the same make. (From memory, I think all Euthyrox is white, isn't it?)
Also, I think Euthryox contains mannitol. There have been issues with at least two medicines in the EU/UK which contain mannitol (Teva and Merck Euthyrox!).
helvella - Thyroid Hormone Medicines
I have created, and try to maintain, a document containing details of all thyroid hormone medicines in the UK and, in less detail, many others around the world.

Thank you. Yes, Euthyrox is white. I don't have any food allergies and I haven't changed my diet so I think it must be the Euthyrox.
