No, but you shouldn't take any notice of it because ranges vary from lab to lab and "optimal" is a very personal thing, what's optimal for me may not be optimal for you, so we each have to find our own optimal level.

I found it on hypothyroidism Facebook page but nobody seems to know where it initially came from. It seems to be quite a useful chart.

At least it shows what we have all been saying - low TSH, and upper third for T4 and T3. I would like to know where it comes from so I can quietly paste it in the GP exam room.

It appears pretty arbitrary to me.

I've calculated how far through the Range has been used to define the Optimal values.

Without any explanation whatsoever, these percentages could have been plucked from anywhere.

diogenes has posted several things recently which point out that population statistics cannot be applied to us as individuals. And all I can see here is someone grabbing some numbers (the percentages) and applying them to population statistics (the ranges) then suggesting they apply to individuals by labelling them as Optimal.
