LECJ - When I was taking tablets I needed to split, I just bought a mucho cheapo pill splitter on eBay or Amazon. It does the job.
Personally, I wouldn't be toooooo concerned about T4 being accurately cut, as each individual dose isn't "felt". It works by building up to a therapeutic dose.
When I was splitting T3, the tablet I was splitting would be used in full during the day, so again, any discrepancies would be picked up over the course of the day. Personally, I don't seem to be sensitive to variations - possibly/probably meaning I'm still under-medicated.
I think it all depends how much of the full tablet you need to take at any given time, or over the course of a day or so, how important to absolute accuracy is.

This is the one I've used for years. I've tried using a craft scalpel and that doesn't work for me but others find a scalpel works very well.
LECJ - I found pill splitters were 'out of stock' when I needed one, so I now always use a single sided blade and find it works very well, particularly if used on a wooden cutting board to stop the pill slipping.
These blades are a diy tool for glass scraping I think and available in large packs on the usual internet shopping sites but useful for all sorts
I use an old fashioned one sided razor blade on a black plate that way it's easy to see any crumbs or dust.
