You cannot tell from TSH. You need to know ft4 and ft3. FT4 and Ft3 are the thyroid hormones.

TSH is not a thyroid hormone.

TSH means 'Thyroid Stimulating Hormone' and is from the pituitary gland which tries to flag the thyroid gland into producing more thyroid hormones if the person is becoming hypothyroid. In other countries people are diagnosed if TSH is increasing i.e. 3+ whilst in the UK the TSH has to reach 10 before we're diagnosed. Many people have much higher TSHs before they are diagnosed.

Neither. It all depends on what your actual thyroid hormones are doing and whether your pituitary gland is working in a text book fashion. Every individual has their own ideal set point for hormones.
