Your T4 is below range so very little T4 is reaching your cells. (Sorry, I can't remember how I worked out the minus % with my own result.) This bears out what your blood test results say as that is below range.
Your T3 is 26% through the range with your urine test and 24% through range with the blood test.
Ideally with the urine test the results would be in the right hand part of the green area.
I think you know that your blood test results show undermedication, as when on NDT the FT3 should be higher in the range.
I don't understand why your FT4 is so low, looking at your other posts you've been on higher doses of NDT and it still stays low.
Maybe NDT isn't right for you and you might be better with synthetic T4 and T3 so that you can tweak the doses to find the right balance for you.
Quickly looking through your older post here healthunlocked.com/thyroidu... there seems to be a lot more going on that I have any knowledge of.
Couldn't see any recent test results for vitamin D, folate, ferritin or B12 in your posts from last year

Gap of more than 24 hours between Levothyroxine and thyroid blood test
On and off sweating 24 hours.
Fasting Blood test results from the 16/5/22 at 10:15 no thyroxine for just over 24 hours 
Sleeping for 24 hours
