Normal is a very broad range so yes, you can be symptomatic when in range. Ask your GP receptionist for a printout of your thyroid results and ranges (ranges are the figures in brackets after results) and post them in a new question for advice.
But regaurdless of what their range is or what that says or regaurdless of what any of these doctors say. If a person is still suffering the symptoms of the disorder then somthing is not right right?<
Of course you shouldn't! But if you can get a copy of your results, you may find that 'normal' is not necessarily right for you. We are all different, and what is right for one may not be right for another.
If you put them on here for others to look at, you will get helpful and relevant comments.

It is not me its my sister who just turned 4p and she doesnt even have the ability to explain herself because she cant think straight. She just got taken to the hospital for heart complications and im heading there now. I need to talk to the dr and i need to know what im saying is true fact. She has been on medication for thyroid for a few years but still has severe symptoms of having low levels
Hope she's ok. Definitely pursue finding out exactly what her thyroid hormone tests show - TSH, FT4 and FT3. We'll help you interpret them if you need us too.
Also, she may well have Vit B12 deficiency, ferritin deficiency (anaemia) and / or Vit D deficiency, all of which could leave her feeling very ill. This is because undertreated hypothyroidism results in low stomach acid, so we don't absorb nutrients very well.
