Your daughter needs a higher dose of levothyroxine.
I would also say that she should have been having blood tests every 6 weeks or so, and a 25mcg increase in her dose until her TSH was quite low in range.
For her doctor to have dragged out inadequate treatment for so many months is unforgivable.
