I have been diagnosed with Hashimoto's and have experienced decreased muscle strength over the last 4 mths. I weight lift so I am very aware of my strength. Is this a normal symptom? What action can I take??

Yes, this is one of the first really noticeable symptoms I had aside from tiredness. I particularly notice weakness in my arms and core. The lack of core strength makes me feel like a blancmange.
When I added 10mcg of t3 I felt much stronger and could stand up much straighter, started running every day, etc. I increased it to 25mcg over time and it really helped my strength and stamina. I remember when I began running, feeling that wonderful feeling of drawing my torso up and in as I ran.
Are you on levo? You may just find that if your dose is right your strength will come back to you. You need to be on enough levo for long enough to know if it's going to help you. You also need to know that your iron, folate and vit d and b12 are right up toward the top of the ranges.
The t3 isn't working for me anymore so I'm back to being a blancmange, but I'm hoping my iron and b12 supplements might help.
