justhad one blood test level came back at 13 they have done another test to make sure would that level make me under or over active anyone?

You need to know what it is that was tested. A good habit to get into is to always ask for a print out of all results, with ranges. It's really helpful to see what's happening, what's been measured ( and what hasn't) and to stop your doctor telling you things are "normal" when they aren't.
When you have the result(s) with range, come back and post them here.

You probably had a TSH blood test done. TSH means thyroid stimulating hormone which rises if you are/or have become underactive, which means hypothyroidism. It is correct that we need the ranges of all our blood tests as labs differ. Get a print-out of each of your blood tests with the ranges and post again for comments. Ideally your GP should do T4 and T3 as well.
