With breathing issues I would always wish to consider whether you could be low in vitamin B12 (pernicious anaemia). Or have iron deficiency anaemia.
Have you had any blood tests for iron, or B12, or even a normal Full Blood Count?
Have you got any other blood test results?

all my blood test came back normal within the last week I have blood test done every six months I was diagnosed with under active thyroid june 2012 on thyroxine for 3 months taken of them sept2012 has blood test came back normal
My breathing improved within a couple of weeks after a 25mcg increase of thyroxine. I wasn't taking any other medication or supplements so for me it was definitely linked to being hypo.
Shortness of breath can be caused by hypothyroidism &/or B¹² deficiency. I'm awaiting ferritin (iron), vitD, folate & B¹² serum tests and spirometry/lung function tests but have noticed my breathing has eased since I stopped taking T⁴ & replaced it with T³ 10 days ago.

It most certainly can be connected, you can also get it with certain Vitamin Deficiencies & Adrenal Fatigue.
Has the shallow breathing come about since your T4 medication, if that is the case, maybe look into T3.

I had terrible breathlessness for years before my underactive thyroid was diagnosed. It improved when that was treated, and I wasn't taking B12 or iron at the time. And I went hypo again recently while switching from thyroxine to T3 and then to desiccated thyroid and I had quite a bit of breathlessness again. Hope you feel better soon.
