Yes. For some people getting veins injected or even just wearing those support hose has helped. Did nothing for me.
'Bad veins' won't give you RLS but what made the veins go 'bad' probably did. High blood sugar will give you RLS by inflammation of the nerves and it will also give bad veins by causing your liver to produce trigycerides and 'bad cholesterol'.
I’ve often wondered this myself but when I’ve asked my doctors (GP and a neurologist) they seem dismissive. If you have better luck finding out, please report back.
