If your mum's RLS is secondary to a circulatory problem, or exacerbated by one then such a device may be of some help.
If she has primary RLS and no circulatory problem then any benefit may be more psychological than anything else. Which isn't necessarily a bad thing.
It might be good to try and confirm however that the device does actually do what it's claimed to do.
+1 on what Manerva said PLUS - if you are new, stick around a while - there is lots of reading and learning and if your mum has RLS every day I would safely say that between us all here we can bring her benefit.
Might be worth introducing your mum to the site as some info we may need to help her you might not have.

I bought one in the hope it would help my RLS. Sadly, not only did it not help- it actually triggered my RLS, making it much worse.
I sold it on eBay for a very small loss so not too bad.
It really depends on why your mum has RLS. If it’s because of diabetes then it may help. If it’s because of low ferritin, surgery, scarring in the spinal cord then I doubt it will help.
I’ve spent a small fortune over the last 5 years on every possible supplement, device etc and nothing has made a difference.
I no longer buy anything!
