I think it's the woman who was supposed to man the phones in the cab office. I believe she was written out in 2019 despite never being seen, and was called 'fat Brenda'.

There are lots of characters that haven't made an appearance for many years because they have died, or like Emily, have emigrated. They still made many appearances before that.
