This is the reply I received from Tesco - apologies it was received about 6 weeks ago but things have been rather hectic but I did say that I would update with reply when received.

In 15 of our stores, to make sure there are spaces for customers who are using our stores, we ask customers to spend money in store in order to park for free.

Legislation prevents us from promoting some products, so we are unable to offer an incentive, and we are now reviewing whether this needs to include parking when a customer purchases infant formula. Thank you for taking the time to contact us.
