Herpes lesions are not white bumps but vesicles filled with liquid which are painful. The vesicles usually rupture and you end up with scabs. I don't think you have herpes but some other condition. You need to go to the doctor or an STD clinic to ascertain what you have on your penis.

I had same. It wasn’t herpes. My fore skin was a bit tight. Could still retract it although tight. Had quick op - circumcision which got rid of the two white spots.. hope this helps.
