Disoreinted and bacterial meningitis.

I had bacterial meningitis when i was 6 and have after effects of it.now i'm 22. those are emotional instability, mood swings, clumsiness, and a little mental retardation. in addition to that i smoked weed when i was in a survey camp and got panic attack and was disoriented for few days. after dat smoking weed 5 months later i feel like i'm again being disoriented while i haven't smoked any weed now. Does the smoking weed affects the mind.

And does any one know how to treat the after effects,i mean how to minimize to some level , like for emotional instability, mood swings, coz it makes my life very harder. isn't there any medication or any therapy. help
