Anyone had experience of Protocol agreements?

My understanding of 'protocol' agreements covering information sharing, finances, communication etc is that a local authority will use these in order to control what they see as a safeguarding risk to a person in their care. I cannot find anything on an internet search to say how common these are or why these are put in place Does anyone here have experience of protocols and under what circumstances were they put into place?

Judging by the absence of any responses, I am assuming that "protocols" (about information sharing, finances, communication etc.) are not in common use at all, despite the local authority telling me otherwise.
