Yes, well, coming from East Germany, this was normal. If you did not have a note from the GP to exempt you from PE you had to do it. The GP would generally exempt for a week or so, due to injury, or was generally exempt for longer, when I had joint problems in my teenage years. I can understand that this adds to the workload of GPs over here, but I also think it is far more accurate to be medically exempt by a specialist, as otherwise the benefits of PE are huge to the child.
