According to Benefits and Work email there are many people getting their PIP application failed at the first stage but a large number then getting it overturned and passed at Tribunal. They are questioning why so many, clearly deserving applicants, are getting refused at first face to face assessment. One of the thoughts is the expectation on the assessor to be getting successful applicant numbers lower. I think the next stages for either PIP or ESA is done by other people and won't be the same person you saw at first. The two benefits are separate assessments though and I have no idea whether each benefit has a different team of staff/department assessing for them or whether actually its the same team/department. It seems as though that the manditory reconsideration can still get the benefit refused and its at tribunal stage that it gets passed. Another theory is that lots of people can't cope with taking it to tribunal and so 'give up' which then also reduces the number of people being awarded the benefits.
