Go to the whole sale market i.e. mandi. They have all types of wheat available. I procured mine from there since the regular grocers do not stock them. As you are in Mumbai (Maha) the name of the wheat is khapli gahu.

Is LOng wheat same as Barley or oats?

No, No. Long wheat is purely wheat, but the size of it is longer than the ordinary wheat.
