Ban on mercury amalgam dental fillings in Russia

I read something about 20 years ago that mercury amalgam dental fillings had been banned in Russia in 1960.

But i cannot find any information about this now.

Have the Russians deliberately kept quiet about this subject as part of the Cold War?

Can anyone confirm when the fillings were banned of any other information and where to find it?
