My Dentist wants to put white fillings over exposed roots (gum recession) is this normal practice and will it help to stop the gums receding?

Yes, this is to protect your tooth.

No, it will not stop the gums receding - you need to find out the cause of your receding gums (brushing too hard, gum disease??) and treat this
