Yes, it works well instead of rice. I also use 'ribbons' of courgette in place of spaghetti.
I have been eating low carb for several years, my weight has stayed down and my cholesterol level is fine, according to my GP. You could increase how much fibre you eat by eating lots more different vegetables and brown rice. Fibre can help lower cholesterol.
I saw that Jamie Oliver had used cauliflower instead of rice for a recipe on his new programme (and book!). Maybe sales of cauliflower will now rise. I like cauliflowers so will try.
