About 50% of people are deficient in vitamin D. The usual cause is not getting enough sunlight on bare skin. The levels are even worse in winter.
At least a fifth of the UK population have vitamin D deficiency, closer to 50% with Vit D insufficiency. Even higher during winter (in common with many people in the northern hemisphere)
So whilst it is also quite common in liver disease too - in itself Vitamin D deficiency is not evidence of cirrhosis.
