Your friend will get an annual medication review, but not necessarily with a cardiologist.

I had heart surgery six months before lockdown so any follow-ups were disrupted. I'm currently waiting for a telephone consultation with a cardiologist which coincides with the four year anniversary. My GP did a medication review a couple of years ago and upped the statin dose. Other than that, it's all quiet. If your friend has any concerns/questions, the GP will be the first point of contact and would refer your friend to a cardiologist if required.

I had an aortic valve replacement and have to take Warfarin fir the rest of my life. Probably depends on what heart surgery your friend has to have as to whether medication would be lifelong or not.

I would be surprised if there was no follow up after any surgery, that said so much has changed in the NHS but there's always your GP and your friend can ask them regarding meds and follow ups.
