Registering as vulnerable

Does anyone know if it's possible to register as vulnerable anywhere so people like your power suppliers, police and other sevices know you are vulnerable? Ive been diagnosed with heart failure with reduced ejection fraction after a recent heart attack but I'm also suffering antisocial behaviour and noise from a neighbour who is classed as vulnerable himself due to mental health and the authorities are reluctant to act because he is vulnerable. This has affected my recover and is taking so long to sort out even though he's been issued a noise abatement notice that he has breach the environmental health are still reluctant to do anything. This has been going on for 3 and a half years and I believe the stress it has caused me is a contributing factor to me having the heart attack in the first place and as my condition is now life threatening I believe i am more vulnerable than him now. Anyway, any advice would be most appreciated.

Hello :-)

I am not sure if you alone can register anywhere as been a Vulnerable adult but more the case of your Doctor or any medical professionals will recognise you as one

If your Doctors enter on your Doctors records that you are a Vulnerable adult then that is all you need but they have to agree with you that you are

I would speak with your Doctor and see if they would be wiling

Not sure if this link will help you to understand that even though with your suppliers you can possibly be down as a Vulnerable adult to meet the criteria to be recognised as one when it comes to your neighbour it works quite a bit different

When I changed my gas and electric provider they asked me whether I wanted to register as vulnerable. As they were not aware of my health conditions I assumed it was because of my age 70+ and said yes. The same happened when I rang my water board with a problem. Apparently they will give me priority service when there are any problems. But unfortunately with my GP I am still always about number 24 in the queue !!!

No 24 in the queue? I remember the good old days when being only No 24 meant you had hit life's jackpot 😃

On a more serious note, I think we were automatically put on this vulnerable list when we turned 70 but its worth asking citizens advice for the criteria, or the local council.

my electric supply asked me if I was you just go onto the wed site to add yourself. Also if you go to your drs and explain what you living through. As for your neighbors I’m also living with a nightmare neighbor only ours is a Young lad who doesn’t sleep and as a open house and drugs. I’ve done all the complaints too nothing as changed for the last year. So I’m looking to move and my advice would be do the same because your neighbors not going to move.

The problem with moving is we own our flat and are not going to be able to sell with all this going on but the housing association has issued him an eviction notice as well as the noise abatement notice but we are waiting for a court hearing date which could take months and then it's up to a judge to decide if he gets evicted so he could go or nothing could get done, it's just wait and see at the moment.

On a technical point. It will be interesting how they pick out individual dewlings out in a street to supply power and not supply all the other houses as well.

UK Power should get a generator to you if no electricity for any length of time and water companies deliver water instead of you having to queue and collect it. Well worth going on the list if you are vulnerable and hope you never have to use the service.

I’ve wondered that myself. I use a ventilator at night because of weak breathing muscles and I’m told my power will not be turned off.

vital to register if reliant on a medical device which uses electricity eg CPAP Machine

Thank you for replying. It’s a Bipap machine I use so have now made my energy providers aware.

I'm sorry to hear of your problems. My Mum was having similar problems a few years back so I contacted the police and registered her as a Vulnerable Adult. It meant that any calls to them were given priotity and also her PCSO would call around regularly to check she was ok.

I know you can register as a priority cudtoner with your utility companies as I have also done this recently for my neighbours. This ensures they get bottled water delivered in the case of supply interruption and also first dibs at getting reconnected after a power cut.

Thanks for the reply, how did you contact the police? Ive tried searching for registering as vulnerable with the police but have come up with nothing.

oh gosh, I can't remember! Quite probably I rang the non- urgent number (111?)

Sorry to be so vague but this was quite a few years ago and something I am not too keen on remembering in too much depth as it was my brother who was threatening Mum and it was awful seeing her in fear of her own son 😪

Maybe you could contact Social Services/Adult Social Care for more info?

you can self refer to social services, not sure of process but they may be able to advise further on vulnerable status snd safeguarding issues. The government webpages may be useful as they were responsible for listing vulnerable adults during shut down which resulted in priority free grocery deliveries and priority delivery slots. Your GP practice should have a health advisor or social prescriber that may be worth talking to. Sometimes surgeries share these people between 3-4 surgeries but I’m sure you’ll find the help you need by connecting with these people. Take care and best wishes🦊

We are on the priority register for Gas Electric and Water because as well as my heart condition my wife is insulin diabetic and has Crohns disease and an Ileostomy which means that she has to empty the stoma bag about 10 times daily and flush each time and her insulin needs to be kept refrigerated, When there was a chance of interruptions to the water supply locally we had 18 large bottles of water delivered free and we qualify for the Watersure tariff which means we dont get charges on the water meter but as a fixed sum, also we are exempt from the hosepipe ban locally. We have not had to use the energy part of the priority register but we hope we will be given assistance should we need it. We get text warnings of likely interruptions caused by weather or major problems but we have not had a problem so far. You will probably need a doctor's letter to join the priority register but I aam not sure what else as we went on it so long ago. Hope that helps. Geoff

if you are a council tenant make sure they know about your health issues and if possible get the doctor to provide a supporting letter. If you want to move (and not that you should have to - they should sort the problem but it no longer works like that) again get doctor to support you and hopefully you will get priority banding. Finally if things are still not being resolved get your local councillor or MP involved. Have found the council seems to move quickly when that happens. Good luck - have had ten years of ASB and am now waiting for a move.

Thanks for the reply, unfortunately we are leaseholders not council tenants so the only way we'll get to move is if we sell and no ones going to want to buy it with this going on.

that’s why I think if the council aren’t doing anything you get your local councillor involved. As you have to declare ASB when selling a property it is possibly going to affect the value of your house hence why the council must act. Good luck - it’s not fair that leaseholders suffer from the councils reluctance to act. Makes me wonder why they give tenancy agreements if they aren’t acting on breach of tenancies
