Pacemaker Pain

Hi, is anyone in so much pain with their pacemaker that they are constantly on tramadol? Is that normal? My daughter had her pacemaker replaced over a year ago, and is in constant pain. It was placed into a muscle between her neck/shoulder and she is in constant pain, with limited arm movement. Her pacemaker consultant insists that it is not unusual and that there is nothing more to be done, but I can't believe that she can be expected to live the rest of her life on tramadol. Grateful for any suggestions.
