Which answer / reply button should I use? (a) The one directly below the opening question / heading or (b) the one at the foot of the page?

To my mind (a) would make sense so that current comments are placed at the head of the queue, whereas (b) means scrolling to the tail end to read today's work.

I'm getting a bit lost, especially when some subjects are multi-pages long. Sorry for the dumb question.
