You can apply, but if you wait for the result of your claim, and receive 8 or more points in the mobility category. Your application will be fast tracked.
Otherwise your will need prove of walking ability, possible assessment and any other hoops they may make you jump through.
Hi. I think it can vary between local authorities. My daughter has the same as you and got her blue badge before she was awarded pip. Didn't have to go for an assessment, just included a copy of consultant letter confirming diagnosis and explained the impact of conditions. Badge came in the post shortly after, only took about 2 weeks - all very straight forward, though I have read that others have not been so lucky.

Reading the above posts from victoriablue and dawn3y and stone-UK ,it does appear that some Councils are more lenient than others and will want you to supply a wealth of information from certain departments etc. One member,who's name I don't recall,only had to telephone her Blue Badge dept and she was able to renew,with the £10 fee,virtually there and then over the phone! Unfortunately in my area, its far stricter and its just like applying for a passport- countersigned photograph,proof of residence, proof of DWP mobility award ,£10 fee etc,etc.........everything but the kitchen sink!!

The application form is standard across all councils, you need proof of residency, proof of claim DLA/PIP, signed photograph and proof of identity.
Councils can for those not on DLA/PIP either accept your application on supplied evidence or ask for face to face assessment. Which is were there are further problems depending on who is doing the assessment, the council or third party. There appears to be no common ground.
I have a blue badge but didn't qualify for attendance allowance - too old for PIP. I did have to go for an assessment. The person doing it was very nice and I felt she wanted me to get it, rather than the other way.
Hi There, you can apply but as said each council seems to have different application proceedures. My council is similar to Squirrelsholts, and cannot be done by phone, even if you get higher rate mobility. Fortunately it does not have to be renewed annually.

Hi I believe you can make a claim for a blue badge before the outcome of the PIP application.You will likely have to attend for an assessment but normally the process is about 6 weeks. There is nothing on the PIP application that you need for a blue badge application.

I am not on pip and have a blue badge, so I think you will be fine.
