In my experience, the main criteria is need. As I've said on here before, I applied for a BB on behalf of my son (32 years). He plays football, jogs, attends the gym, works full time and, mostly you'd think there was nothing wrong with him ... so how come he has a badge?
Following a massive motorcycle accident he lost his right arm, he drives an automatic (modified) BUT has to FULLY OPEN THE DRIVERS DOOR in order to start the car BEFORE getting in because the ignition is on the right of the steering column. I put this to the council and, without quibble, they agreed!
It seems very much that the onus is on us to make a reasonable case for why we NEED the BB and then (hopefully) they listen and award.

Thank you for the information. I have filled in the form and also had a phone call from council to ask a few questions......... Can I walk across pelican crossing before lights change etc!!!!!
I just told it like it is on a worst day......... Said they will let me know in approx 14 days. I am not too hopeful.
On all these silly "assessments" we are asked/told to do things and, as we are conditioned to comply (its true .. we are) regardless of discomfort, pain or long-term ill-effects we comply. This is where assessments are, in my opinion, just wrong!
Always, always refuse (with a reason) then, think about the request BEFORE deciding if you want to carry it out.
"can I walk across a pelican crossing before the lights change"? Ask yourself: how long ago did the go green before you began crossing because this will affect your reply, how long are they set at green before changing, what are the weather conditions (slippery surfaces take longer to cross), are you colour blinds?
I guess there are a dozen more questions which could impact your answer and I think its time we played the fools at their own game!
If they reject your claim ask for it to be reassessed and let us know what happens!

If your sons case is as you have said then.... My reply " does he actually need the badge? Is it a case of if it's available I'll have it and not a Need
Some people can't/ are not able to cope without this assistance!!
If he can't open a car door to get in then i'd suggest that he does NEED IT! Unless you have a sensible alternative method of entry?
Some people judge without thinking through or understanding anothers condition.
As i said, he also works full time so i dont appreciate any suggestion that he''milking the system''!!
