Am who brought in all the top heavy managerial system to the NHS - the Tories under Thatcher - I remember because at the time the totally arrogant, thick and useless manager where I worked left to be trained? as an NHS manager (as these were considered well paid and cushy jobs at the time). so am not surprised by this report.
