It means you have an obstructive lung disease. If you were ever a smoker it is most likely you have COPD, a leading cause of death and disability. The ratio represents how much air you could blow out in the first second as a fraction of the total amount of air you could blow out. Specifically, the amount of air you were able to exhale withing the first second (FEV1) is 33% of the total amount of air you were able to exhale (FVC). A normal FEV1/FVC should be above 70%, sometimes written 0.70, and anything lower represents some form of obstructive lung disease. The FEV1/FVC ratio is not to be confused with the percentage predicted FEV1/FVC. If you are predicted to have an FEV1/FVC ratio of 75% and your ratio was 25%, this would be 33% of predicted ratio.
In summary, it likely means you have one form or another of severe obstructive lung disease.

The FEV1/FVC ratio is the ratio of the forced expiratory volume in the first one second to the forced vital capacity of the lungs.
The normal value for this ratio is above 0.75-85, though this is age dependent.
values less than 0.70 are suggestive of airflow limitation with an

Reduction of the FEV1 / FVC ratio occurs in obstructive lung disease.
